Incommunities appoints new director of people

Jose Fernandez will be responsible for pay and reward strategies, organisational design, leadership development, and employee relations.

Bradford-based housing provider Incommunities has appointed Jose Fernandez (pictured) as director of people. 

Fernandez brings experience in human resources (HR) and organisational development, having held senior roles at the Home Office, Cabinet Office, NHS, University of Leeds and Leeds City College.

His most recent position was deputy director of HR policy, reward, employee relations, and change at the Home Office. 

He has managed large workforce programmes, cultural change, and talent development.

Fernandez will lead the people function at Incommunities, with responsibility for pay and reward strategies, organisational design, leadership development, and employee relations.

Sara Sheard, executive director of business operations at Incommunities, said: “We’re really pleased to welcome Jose to Incommunities. 

“He brings the extensive experience we need to keep improving how we support our people and, in turn, the service our customers receive.”

Fernandez said: “I am thrilled to join Incommunities and look forward to working with the team to drive our People strategy forward.

Fernandez will join Incommunities on 19th January 2026.
