The warning comes as TUC analysis found over half a million (558,500) LGBT+ people have faced bullying, discrimination and harassment at work.
12% said they had experienced bullying, such as sustained patterns of intimidating or abusive behaviour connected to their disability.
Danae Shell said: “Our society has normalised workplace bullying to such an extent that we often fail to recognise its toxic."
Immediate action will include establishing a new unit to investigate and better respond to allegations of internal bullying, harassment and discrimination.
