70% said school had limited their education, training and career opportunities.

There were an estimated 981,000 young people aged 16 to 24 in the UK not in education, employment or training (NEET) between April and June 2026.

Gi Group UK said the term could be making it harder for young people to find work and should be replaced with ‘LEET’ – ‘looking for education, employment or training’.

36% of employers reduced entry-level jobs for people aged 16-24 in the past year, according to data from the Work Foundation at Lancaster University.

The Power Within Employability Fund will support up to 1,000 young people each year from the first half of 2027.

E.Quality Training will join the back to work division at Leep Group, which runs employability, skills and training programmes across the UK.

The Department for Education said 32,100 so-called “phantom NEETs” are currently unaccounted for by local authorities, with significant variations between different parts of the country.

Responding to the publication of the Milburn Review interim report and latest ONS figures, the CIPD said greater investment and policy intervention were needed to support young people entering the labour market.

Neil Greenberg, president of the Society of Occupational Medicine, said employers felt more confident hiring and supporting young people with health conditions when they had access to work and health expertise.

The McDonald’s Youth Confidence Index 2026 showed 44% of NEETs had a clear plan for their career, compared with 66% of other young people.

At age 23, 14% reported being NEET, showing the problem was more common in the early 20s than in the wider age group of 16-24-year-olds.
