The call comes as new survey data revealed widespread concern among small business leaders.

Elements of pension tax relief, salary sacrifice schemes and the long-standing 25% tax-free lump sum could be reviewed as part of an effort to close a £22bn funding gap.

The report highlighed that the impact is being felt most in the hospitality and care sectors, and among employers with a higher proportion of young workers.

Analysis of over 600 small and medium-sized enterprises (SMEs) showed that by May, employer NI costs dropped back to £40,500.
