In 2025/26, the UK faced a stormier winter than the long-term average, with national rainfall 13% above normal, driving flooding and major travel disruption. More broadly, global economic losses from natural disasters reached an estimated $368bn in 2024, well above the 21st century average of $324 bn.

But seasonal strain is not only environmental. Fatigue, stress, staffing fluctuations, and cognitive overload also shift throughout the year, often faster than static safety controls can keep up. That is why organisations need a more dynamic approach to safety management, embedding it into everyday workflows so protections evolve with real working conditions.

The seasonal safety squeeze

Each year, the clash between holiday peaks and year-end deadlines creates a perfect storm of competing priorities. As teams are forced to work longer hours with compressed shifts, safety can easily become the second priority and, unsurprisingly, 42% of managers have reported a rise in incidents during the holidays. In industries under pressure, this shift is especially noticeable; in 2024, 51% of NHS workers found that December was the most stressful month for them, with many experiencing burnouts to meet demand.

Year-round seasonal and operational pressures

Seasonal pressures extend far beyond the holiday period, and organisations face shifting risks throughout the year. Other seasonal pressures (from heatwaves to quarterly review cycles) can cause a growth in psychological risks, from fatigue to stress, and leave workers feeling unsupported amid fast-approaching deadlines and operational pressures.

According to our seasonal study, conducted at the end of 2024, one of the top three holiday hazards for UK workers was a result of increased stress or pressure to meet deadlines (34%). This shows how workload-driven risks persist across multiple seasonal cycles, not just during the holidays.

Evidently, companies are facing a wider challenge around flexibility, struggling to adjust their safety measures to reflect the needs of workers.

To enable a shift that promotes greater awareness of seasonal risks, businesses should integrate software solutions that improve visibility across every department. As a result, organisations will be able to track not only physical hazards, but dynamic patterns in human behaviours and work conditions.

Weather-driven risks and environmental hazards

With projections showing that the UK is likely to face increasingly stormy winters, the risks faced by organisations are compounded with increased threats of power outages and severe weather events, set to affect already stretched operations.

Research from the Met Office found that windstorms are the leading cause of major power outages in the UK, primarily due to windthrow – the uprooting or breakage of trees by strong winds. This could cause harm to employees, especially when combined with seasonal fatigue, staffing shortages, and increased workloads.

In the midst of a hazardous environment, the temptation to ‘just get it done’ can overrule the discipline of ‘get it done safely’. To avoid this, leaders should embed safeguards into operations to ensure cutting corners is no longer an option.

Making safety dynamic in daily workflows

To stay ahead of seasonal risk, organisations need to treat safety more like operations: dynamic by design, not static by default. That means using historic incident, absence, overtime, and operational data to understand where risk predictably rises across the year, then adjusting controls before pressure peaks.

Health and safety software also plays an important role here, helping organisations embed dynamic risk assessments into daily work through adaptive checklists and prompts, with follow‑up actions tracked to completion. These can then inform more relevant toolbox talks, right-time training, and worker check-ins as risk changes, while ensuring updates are made ahead of higher-pressure periods rather than only after an incident or audit. In this way, safety shifts from a static compliance exercise to a more proactive daily practice.

Just as important, leaders need to stay close to the work. When people can flag that a route has become riskier, a shift is running short, or a task now feels unsafe, safety becomes something live and responsive rather than something only reviewed after the event.

Protecting workers most exposed to seasonal strain

Seasonal pressure does not affect every worker equally. Contractors, temporary and seasonal staff, new starters, and lone workers are often more exposed when workloads intensify, routines change, or conditions become less predictable.

That is why organisations need strong foundations, including consistent onboarding, clear expectations, aligned PPE standards, and simple escalation routes. Buddying can help close experience gaps for newer or non-permanent workers, while for those working alone, two-way check-ins, geofencing alerts, and adaptive pre-task checks can further reduce exposure when shifts compress or conditions change.

Leaders should also recognise that seasonal strain affects human capacity. Dynamic safety management should create room for people to pause, speak up, or re-assess when something no longer feels safe, rather than expecting everyone to work as though conditions are unchanged.

Preparing for when pressure becomes an incident or crisis

Seasonal strain can also be the precursor to a wider operational incident. Severe weather, staffing shortages, fatigue, and changing conditions can weaken decision-making and slow response when something does go wrong. That is why organisations should not treat crisis preparedness as separate from day-to-day safety, but as an extension of dynamic safety management.

When seasonal disruption escalates, crisis management software can help teams move from pressure to coordinated action by creating a clearer common operating picture. By linking seasonal playbooks, pre-plans, tasks, logs, maps, status boards, and key documents in one place, organisations can respond with greater consistency.

Resilience against risk

The combined pressures of seasonal strains and risks posed by the weather will test every organisation’s ability to balance heightened demand with risk. By aligning leadership behaviour with a dynamic safety culture, businesses can protect their people, maintain continuity, and meet performance benchmarks. In doing so, they can build operational resilience that reflects the realities of seasonal variability, weather disruption, human-factor risk, and fluctuating work conditions.
