Over a quarter of construction workers now under 30, data reveals

Research from the Construction Skills Certification Scheme (CSCS) found the UK construction workforce is getting younger and more highly-skilled.
In 2025, over a quarter (25.16%) of CSCS cards were held by people under 30, up from 17% in 2021.
This marked an 8% rise in four years.
There was also an increase in skilled workers on site.
When card scan records began in 2023, 27% of cards scanned were for skilled and advanced workers.
By 2025, that figure had risen to over 39%.
Sean Kearns, group CEO at CSCS, said: “At CSCS, we continue to align our technology with the evolving needs of the construction industry.
“Our digital tools provide unique insight into who is actually working on site and who is entering the industry, based on verified registration data.
